What is Spruggy?

An adjective used to describe a person, place or thing when it or they are deemed to be irresponsible, stupid, untrustworthy or suspicious. Can also be used with other words to add effect, such as "spruggy-ass bitch."
"I heard the parents across the street let their 12 year old daughter stay out all night"
"Man, those parents are spruggy."
"Our snow day was cancelled! Man, that's spruggy."
"I don't want to go to the mall, that area has turned too spruggy for me."
