A term used to define some one who is obsessively hyper active and oftet may have Gay tendencies. Usually an awkward, small, hyperactive kid that will walk up to people and play grab ass. Basically an irritating piece of shit that forgot to take his riddlin and looks about 3 years younger then he really is.
