What is Stimplant?

A false plan to revive an economy that is given the appearance of a real stimulous plan.
The last stimulous bill stimulated the economy like a good breast augmentation stimulates me. They look good from afar but once you realize they're fake, you get disappointed and they are no longer effective. It was nothing but a stimplant.
