What is Street Monitors?

The neighbors that set up shop in their driveway, complete with lawn chairs and beverages, to watch your every move. They find it necessary to involve themselves in private disputes by calling the cops, but never say nice things like "Hi" or even "Go Fuck Yourself Neighbor".
Holy shit, the street monitors are out again. I swear, I'm gonna start charging fucking admissions!
