What is Stump Hanging?

A type of punishment that involves nailing the perpetrator's testicles to a tree stump, then push him over backwards. Most often used when people talk about vigilante justice for pedophiles.
Also may or may not involve setting the stump on fire.
A man stabbed his 11 month old son in the back and tossed him out the car window. I can't think of a punishment severe enough to fit this situation. My grandmother would opt for stump hanging... nails his balls to a tree stump, then push him over backwards.
