What is Subtarded?

A term describing a person or endeavor that is of a lower standard than even the conventional definition of retarded.
Also:
I cannot believe that Osmose signed such subtarded bands.

The state of mind engendered by any level of sleep deprivation, most notably accompanied by a highly likelihood of laughing--often hysterically--at something that, with a normal night's sleep, would normally be categorically unfunny.
