What is Swingin' Dick?

US Navy and Marine Corps reference to a dude, a man, a male of the human species. Often used plurally.
"I didn't get no ass on liberty. It was a
sausage fest , nothin' but swingin' dicks!"

A big time mover and shaker, one who feels their self-importance to society is so high that they use extra starch on their shirts as if they were on their way to a Dracula convention.
Look at that guy, he's a real swingin' dick. His shirt is so stiff it could walk by itself.
