What is Tag Happy?

When someone is tagging loads of people in photos in a short amount of time (on facebook).
eg: In the last 10 minutes your friend has tagged over 40 friends in your photos and so you say to your friend that's on the phone "OMG Richard's gone seriously tag happy!"
