When you take a strip of duct tape and set it on the asphalt, sticky side up and wait for a car to run over it. Then it will stick to a cars tire and slap against its body and make it sound like the car has a flat tire.

The act of using a strong tape in order to increase the tensile strength of small animals (hamsters and other rodents principally) in order to be able to have sexual intercourse with them without bursting them (and desturbing the sexual experience).
