What is Tardbar?

Something or someone that is so profoundly stupid it is simply beyond human understanding. Most people will go their entire lives without seeing something truly tardbar.
Never in my life have I seen such stupidity and I do not imagine I ever shall again. I am in the presence of tardbar.
