What is Tealeaves?

Near the end of a tobacco pouch, if one has had it a while, the tobacco looks like the leaves inside of teabags. It is powdery, generally has to be scraped from the pouch. It's hard to roll with, especially when windy, and tastes like crap.
"Oh bugger, i've only got tealeaves left"
"Margery, could i have a cigarrete, I have tobacco, but its hard to roll with tealeaves.
