What is Team Stop?

When an automobile travels far enough past the white line on the road at a stop sign that the car following doesn't have to make his own stop. Can also occur at a red light when turning right on red.
Similar to the
"Dude, you didn't stop at that stop sign!"
"Dude, don't be a retard, that guy in front of me went so far past the line I just made it a team stop."
"Right."
