What is Tenderer?

A legal phrase that does not translate well in Abu Dhabi to English in contracts. Known to cause irriation in a particular species of female known as Homo Pantanus. Said word has been known to elicit laughter amongst the non Pantanus, but should nonetheless, be taken seriously. Justification for this word should be the fact that the UAE is frought with oil money and can pretty much make up any word they want.
The tenderer submitted the contract, much to the chagrin of the recieverererer.
