To complain about the officiating of a game (especially college basketball) excessively, and to the point at which all others think you are crazy. Terping is almost exclusively limited to the losing end of a game, although terping is present no matter the margin of loss.
Gary Williams, and his ever present terping, allows him to avoid all personal responsibility for the failure of his basketball team.
