What is Tinkpot?

A mix between a 'tinker'(or gypsy) and a pisspot. A word describing a person with questionable morals, low social skills, poor standards of appearance and hygiene and usually ugly to boot.
That guy's a complete tinkpot, he stole my mobile phone and he's using it at home in his caravan...........
