tis chillin is just a word to say thats cool, thats cold, or this is awesome. it started when i was at a school in coppell TX, the phrase was a spur of the moment type of deal, but then it just became a wide-spread thing.

if a freind invites u play a game on a 52-inch plasma, and you really think it's cool. you'd say, "tis chillin"

or if a room is cold, youd say, "tis chillin in here"
