A "Tolj" is one whom will lash out with dozens of threats at a specific person(s), and will never act on his/her word. Therefore, providing the public with a never ending chain of meaningless threats and/or scares. Often publically humiliates him/herself.
Nobody is scared of a Tolj, but nobody wants to start trouble with a Tolj, in fear of having to endure the remaining time of their day listening to what (In most cases, what not) this Tolj will do to them.
Steven - "Man, that is one gay Tolj"
Nigel - "Yeah I agree, that Tolj is so gay."
A Tolj - "What the hell?! Im going to break your face if you dont shut up Nigel"
Nigel - "Tolj, you are gay, go away"
*The Tolj walks away, in a fit of frustration and starts plotting his/her revenge on the two males, which 10 minutes later, he/she has already forgotton about, and is assulting some innocent 8 year old girl for looking at them strangely..*
