Something can be too aggressive in a good and a bad way. Generally things that are extreme are too aggressive. It is essentially the extreme elements of anything.
If you spoke to a very hot girl and you were super drunk but somehow pulled out gold, thats too aggressive.
If you got spammed by like 500 spammers all at once, thats too aggressive.
