What is Toughy Mcgee?

Somebody (usually male) who wants everybody to think he's tough, even if he isn't. usually walks around with the arms out, as if he's carrying bags of groceries. Usually isn't that tough after all.
"Oh great, here comes a Toughy McGee, I guess we'd better get off the sidewalk."
