To use toilet paper to decorate someone's trees/yard/house as a joke or because there is nothing better to do.

the common, classic defenition for TPing is when you use Toilet Paper to decorate the outside appearance of a house, car, lightpost etc. when you're bored. Recently TP has also been known as Tampons and Pads. This form of TPing is fairly new and is not known to many people. It's something new and fun. It is common for girls to use this form. They write notes on the pads and stick them to cars,houses,fences and anywhere else they will stick.
girl 1-"Hey alyssa lets go TPing tonight!
girl2- "Ok! who should we get?"
girl1- "lets get bryan's car!"

To cover a house, or the nearby bushes & trees, with toilet paper, just as a practicle joke.
I used to TP when I was young, and in fact ended up making a movie about it! As a high school english project, we were to get together in groups and make a movie (we'd been studying filmmaking). Well, our group decided to tackle a subject we knew well - TPing! The result was "The Art of TPing, or How to Gift Wrap a House," which received an A-. The minus was for a crude little joke in the movie, which you will see if you view the movie, now on Google Videos!
The movie was originally shot on 8mm in 1971, and we recently digitized it. It's only about 7 minutes long, but very funny. I can't seem to link to it here, but go to Google Videos and search for "TPing" ... Check it out!
