What is Tropper?

2. Something 'lacking'/'not there' ... and therefore broken in that respect.
(1) i.e., 'Those starships were tropper.' (Those starships were broken)
(2) i.e., 'That person is tropper.' (That person is screwed in the head / not all there / broken)
