When you leave, you may request all your possessions back and you will receive them if you have behaved yourself. Rules are kept enforced through a mutual sense of predicament as the users of the hotels are usually a close knit group of unfortunates.
On a particularly cold night, he stumbled upon an unpenny hotel and was grateful for the warm bed and thin broth, but when he awoke, he was surprised to find his meager belongings meted out among the other guests.
