The word is a reference to corporate ineptitude, and not being able to do basic math or even count, after an infamous incident where Verizon tried to charge a consumer .02 dollars after promising him a rate of .02 cents. The audio of several phone calls to Verizon customer representatives was posted to YouTube as video files called vcents.
