originating from the now defunct soviet union, describes a person, typically male but can apply to any one, usually 6-145 feet tall, 800+ pounds, talks with a heavy accent and has a brain 1/3 the size of a normal pigeon, however the complete absence of a brain is not uncommon, this person is usually used as a henchman by communist dictators
