What is Zero Level Talk?

When you're stoned out of your mind and your mouth opens up a lot more than it should. Say, for example, you have 5 (0 - 4)levels of things to say, you choose to say the absolute bottom level, 0, and sound like an absolute fool.
Me: "...it'd be like a luminescent daylight, how cool..."
Camping Crew: "Nathan - ZERO LEVEL TALK."
