What is Circle Sniff?

When someone brings up a problematic issue and one by one people consider the issue and generate their own solutions while rejecting the previous solution until in the end everyone has sniffed each others ass and realized that yes it smells like shit but were not gonna change it.
When refactoring a database solution the developer asks why did we do it this way can we do it better? And it becomes a big circle sniff.
