What is Cracker Town?

A district of a city anywhere in a non-European country, usually in Asia, where a large, concentrated white minority resides. The district is frequently dirty and sporadic street vendors can be found selling cheap, basement made goods.
Ying: Hey Yang, I need a hamburger, let's head to cracker town.
