An expression uttered when something is done totally wrong or not to standard. This phrase seems to be used in very conservative communities instead of saying more vile and filthy things such as fucked up or dicked up.

Look at this beer I ordered!! I wanted a reguar Dos Equis, and I got a Dos Equis Amber!! That bartender is all donkeyed up!
