Someone who does one thing, while knowing it is in the wrong, while enforcing the same stupid rule upon someone else.
Pimpin, the hypobulshaliarcrit, was on watch from 0400 - 0800. While he was on watch, he blazed his logs then left the boat or went to sleep. The next morning at quarters, he started to yell at his subordinates for blazing logs and sleeping on watch.
