What is I Don't Think So, Tim?

Popular saying off of the television series Home Improvement in which Al Borland says to Tim Taylor after Tim cracks an unnecessary joke.
"I don't think so, Tim" can also be used to say something like "I don't agree" or "don't talk to me."
For example:
Al:In order to paint a whole building, you will get it done in a matter of days with the Binford Brush.
Tim:And if you're painting Al's mom, you can get it done in a matter of years.
*Crowd laughs*
*Small awkward pause*
Al:I don't think so, Tim.
Example:
1:You know what is gayer than Michael Jackson?
2:What?
1:You!
2:I don't think so, Tim.
