What is Jingle Nigger?

A black person who is always on the street begging for money. A person who cannot get welfare because it is commonly known that they will sell foodstamps for crack or booze. Commonly seen tapping a metal cup on the ground in ragged, smelly clothes in order to get cash.
Al: hey man, look at the jingle nigger sitting there.
Ray: yeah, lets go kick the shit outta him and get his green!
