What is John Fillups?

Generic reference to ANY dude who puts a huge TP plug in the toilet, then flushes, clogging the john. And then takes a massive dump so that later poopers, janitor, manager, etc, can have the displeasure of seeing and smelling and cleaning up his shitty mess. Very inconsiderate!
I went into the John Q. Public, butt, didn't use it because it had been bombed by some John Fillups dude!
