These girls usually don't know a damn about country music, and just wear the hat because they think it looks cute. Kmart Cowgirl also refers to those of which think it's cute to also wear a skirt with cowboy boots. The people who actually ride, and know about country music do not dress up as such, because well, we know how ridiculous it looks.
A Kmart Cowgirl is when you go to a country concert and see girls in straw hats from Walmart, and/or skirts with cowboy boots. These girls also know nothing about real country music.
