To be said when someone is tellign you about an act of stupidity he/she has done. Usually said to those who live in bad neighborhood/complexes, with alot of drugs and stuff.
"Man, I was so drunk last week. I feel asleep outside my house on a rock."
"Dude, you're so manitou."
