This is a Buddhist chant, and the title of Siddartha's first book. I think it means "the law of the lotus flower" ... or something. Apparently you chant this phrase on a regular basis, and the vibrations that it causes in your body are those that flow through the entire universe. Whatever... If anyone reaches enlightenment, let me know.
