What is Not Hit List?

a hit list so long that it's more worth while to just name the people you'd rather keep alive. this way you have more time to start killin' off the ones NOT on the list.
hit list:
1. osama
2. kid in chem.
3. other kid in chem.
4. other other kid in chem.
5. ...
screw this, i'll make a not hit list:
1. my bff, jill.
2. boyfriend.
there, that about does it.
