What is Opeaucracy?

The noun to describe the IRC channel's hiearchy of ownership, consisting of one op for every 5 users, where the channel becomes more interested in operational policy than actually serving the purpose of the operator by keeping channel slum out.
He's got Op managers now, one for day and one for the night, even though he's still the owner. Hail the Opeaucracy!!!
