It's a YouTube meme,which can also be spelled "OVER NINE WHUZAAAND". It usually has a standard animation, from one scene of DragonBall Z, from where it comes. It is a scene of the Prince of Saiyans, Vegeta, standing with another saiyan, Nappa, while looking at another saiyan, Goku, the good guy, who is powering up. Then, Nappa asks Vegeta: "Vegeta,what does the scouter say about his power level" because he does not have a scouter himself, and Vegeta replies: "IT'S OVER NINE THOUSAAAND" with a dynamic altitude and many A's. The original Japanese clip was 8, not nine thousand, but they translated it wrong. It's usually used on youtube about how many views, favorites ratings a video has, or as a reply to other users who ask how many,much,long etc., is very annoying and users reply to those who say it very rudely.
