Giuliani arrested stockbrokers and took them on a "perp walk" when he could have arrange for them to surrender quietly.

When a criminal suspect is shown, usually in handcuffs, being arrested and led to their booking. Often done for the purpose of embarassing or humiliating the defendant, but not always.
