Its the way you roll a cigarette/joint, when your cig is all bended and stuff, way too small, you've just rolled a Petertje. Normally, the persons who roll Petertje's dont really care about the way their cigs look, as long as they're smokeable.
He rolled a Petertje, cuz he was in a hurry.
