A small, underdeveloped penis that, due to its diminutive nature, has a tendency to hide within the scrotum when flacid. Even when erect, the penis may only extend an inch or two from the body and is unlikely to remain so long enough for healthy sexual activity.
A person with Kallman's Syndrome would be described as having a "renub."
