What is Sackwatter?

A general insult towards an individual.
Although used as an insult, it doesn't have a negative load.
That's because it came to live from spontanous absurdism and the lack for a better word.
"You fucking sackwatter!"
"After that trick he pulled, many found him a sackwatter."
"Ofcourse Bush is a sackwatter."
