Any act which culminates in the elimination of society's degenerates e.g., bullies, child pornographers, pimps, drug-peddlars, gangsters, rapists, street thugs, etc. these kind of people are worthless and all they do is ruin lives, so scumkill isn't murder, it's a good tool that the government should use.
