What is Scutchyy?

An individual who strays from the crowd at a pool party to change into a pair of long johns with bathing trunks or a speedo on top. A scutchyy also wears an old captain or airpline pilots hat in which goggles and a chin strap are attached. This aforementioned hat hugs scutchyy's gobbler.
"That man in the pilots hat is such a ridiculous scutchyy but he is the life of the pool party."
