Skweiner is the short form of the words 'Skinny Weiner', or someone with a rather small or skinny penis. Its origins lay with a lying douche bag who fucked a girl and then lied about it, hence forcing a nickname to be created with his initials (Stephen W.) The term is now acceptable replacement for any derogatory terms or insults.
