What is Three O'clock Rain?

An event in New Zealand where There is a short half hour burst of Rain at around 3pm, Insuring that the students will not have to walk home from School.
The School boy was overjoyed about the Occurrence of Three O'Clock Rain and he wouldnt have to walk 5km to get home.
