Unable to do what you're paid for because you think you have far more important things to do. Normally people that are "too busy" actually do nothing at all - they are parasitic in nature, should not be believed and should be treated with extreme caution.
Linda was too busy getting a spit roast from me and her alsation to do her job properly.
