A phrase used to describe countries which are totalitarian but have copyright laws looser than more industrialized nations. See also: Free Russia.

Hey, I just wrote this program which makes people's lives a lot easier and could cut costs for a lot of industries. But it violates the DMCA, so I'll have to find a Web host in Free China.
